EIS数据库简介

基本科学指标数据库(Essential Science Indicators,简称ESI)是由世界著名的学术信息出版机构美国科技信息所(ISI)于2001年推出的衡量科学研究绩效、跟踪科学发展趋势的基本分析评价工具,这是一个基于 SCI和SSCI所收录的全球11000多种学术期刊的1000多万条文献记录而建立的计量分析数据库,已成为当今世界范围内普遍用以评价大学和科研机构国际学术水平及影响力的重要指标。

ESI由引文排位(Citation Rankings)、高被引论文(Most Cited Papers)、引文分析(Citation Analysis)和评论报道(Commentary)4部分组成。高被引论文是指在某个统计时间区间内被频繁引用,引用次数位居同领域其列的论文。《信息科技论文:写作、发表与高被引》一书对高被引问题有专门论述。数据库以引文分析为基础,针对22个专业领域,通过计算论文数、引文数、篇均被引频次(Average Citations Per Paper)和单篇年均被引频次(Averages)、平均年份(Mean Year)、标准共引阈值(Normalized Co-citation)、引文阈值等指标,从各个角度对各国科研水平、期刊的声誉和影响力,以及科研机构和科学家的学术水平进行全面衡量,并对当前正在深入研究和有突破性进展的科学领域进行直观反映。

ESI对全球所有高校及科研机构的SCIE、SSCI库中近11年的论文数据进行统计,按被引频次的高低确定出衡量研究绩效的阈值,分别排出居世界前1%的研究机构、科学家、研究论文,居世界前50%的国家/地区和居前0.1%的热点论文。ESI针对22个专业领域,通过论文数、论文被引频次、论文篇均被引频次、高被引论文、热点论文和前沿论文等6大指标,从各个角度对国家/地区科研水平、机构学术声誉、科学家学术影响力以及期刊学术水平进行全面衡量。
  
我国教育主管部门已将ESI相关论文统计结果作为评价高校办学水平和科研创新能力的基本指标。在教育部和财政部联合公布的高等学校创新能力提升计划”(“2011”计划)实施方案中明确要求,将是否进入ESI学科排名的世界前1%,作为申报面向科学前沿的协同创新中心的评审要求之一。
